Expertise

Mr. Quill provides regulatory, risk assessment, risk management and science policy advice, and litigation-support services related to environmental, product and health matters. He has practiced law for over 20 years and, as a partner in a major US law firm, counseled clients on legal and technical matters associated with potential human and environmental exposures to toxic substances. He has provided legal services in environmental, product liability and toxic tort litigation, administrative hearings and challenges to agency rulemakings. He was a Senior Vice President of Product Defense with a scientific consulting group where he provided litigation support, managed litigation experts and consultants, and oversaw a group of scientific professionals.

Mr. Quill has represented corporations, municipalities and trade associations on various legal/technical/regulatory matters, including matters related to endocrine disruption, dioxin, PCBs, arsenic, asbestos, children’s health, chemical mixtures, cancer assessments, dietary supplements, human and ecological risk assessments, and US and international efforts to address persistent organic pollutants. For almost 15 years he has represented the chemical and pesticide industries on legal and technical issues related to enactment of endocrine testing provisions of the Food Quality Protection Act, and EPA’s development and implementation of its Endocrine Disruptor Screening and Testing Program (EDSP). He assists pesticide and other chemical manufacturers in responding to EDSP test orders.

Mr. Quill is a 1988 graduate of the Michigan Law School, received B.S. (1976) and M.S. (1977) degrees in biology from Wayne State University, and an M.S. degree in toxicology (1983) from the University of Michigan. He serves as Treasurer and is a Past President of the International Society of Regulatory Toxicology and Pharmacology, chaired the American Bar Association Committee on Science and Technology, serves on the Board of Directors (Vice Chair) of the Life Sciences Research Office, and serves on the editorial board of Regulatory Toxicology and Pharmacology. Prior to his legal and toxicological careers, he conducted research in molecular and developmental genetics, immunochemistry, tumor immunology, and chemical carcinogenesis.
